Está circulando un comunicado por redes sociales, se trata de un informe del Departamento de Estado Americano donde se advierte del incremento delictivo en el Perú y se recomienda a los ciudadanos estadounidenses no viajar al Perú y en caso de tener programado un viaje a nuestro país, reconsiderar viajar. El informe señala además el incremento delictivo, la pandemia y el terrorismo como riesgos a los cuales el ciudadano estadounidense tendrá que enfrentar en el Perú.

Al respecto Aprosec ha confirmado que ya en Octubre del año pasado esta alerta había sido publicada y actualizada en Diciembre último; pero la alerta por crimen y terrorismo ya estaba circulando desde Julio del 2021, un trabajo de predictibilidad que hoy las cifras y hechos así lo confirman.

En Octubre del año pasado el Departamento de Comercio Americano alertó a las empresas norteamericanas en el rubro de seguridad, para que inviertan en el Perú, señalando  como contacto a Seguritec para promocionar sus productos.

Overview

Demand for residential, industrial, and office security equipment and services remain strong in Peru. According to a 2020 report by the National Institute of Statistics and Information, 22% of the urban population was the victim of a criminal act from July through December 2020, although only 16% of victims reported what happened to the authorities. Reportedly 35% did not do so because they considered it a waste of time and 12.5% because they distrusted the police. As these figures show, citizen insecurity is a serious problem in the country and a matter concern for Peruvians. The new administration requires creativity and technical solvency to remedy the situation.

Opportunities

The Strategic Plan for the Peruvian National Police (PNP) 2020-2024 states that the GOP will spend over $117 million in the next four years on police equipment. Companies and homeowners have a growing interest in security equipment including alarms, surveillance cameras, and lights. Given the continued increase in crime, the Ministry Peruvian Government has announced a $470 million project (currently called Per105) including the following elements:

  • A single emergency phone number:  105
  • New building to be constructed next to INDECI (National Institute of Civil Defense)
  • 8,000 video surveillance cameras and 8,000 body cameras
  • 1,990 patrol vehicles, 517 police motorcycles, 83 firetrucks
  • 25 mobile command center vehicles

Challenges

Currently, the Ministry of the Interior only has a budget of $260 million for investment in training and equipment. The private sector is awaiting technical proposals from regional and local governments for OxI (see Infrastructure Development, above) projects. For these, there are more than $3.8 billion dollars in public investment certificates deposited in the Ministry of Economy and Finance waiting to be disbursed.
